chrome_jni_registration.h is not updated between rebuilds

E.g. a revert like https://chromium-review.googlesource.com/c/562459/ caused compile to fail on trybots: https://luci-logdog.appspot.com/v/?s=chromium%2Fbb%2Ftryserver.chromium.android%2Fandroid_compile_dbg%2F304902%2F%2B%2Frecipes%2Fsteps%2Fcompile__without_patch_%2F0%2Fstdout

Issue reproduced locally and went away with a full rebuild (or deletion of the generated header).
