Launching iOS Showcase hits DCHECK but EG tests pass

Launching Showcase immediately hits a DCHECK that is not caught
by EG tests.

The DCHECK was added in this CL:

This issue was encountered on the iPhone 6S Plus simulator.

Error:
[0706/111153.308921:FATAL:service_manager_context.mm(59)] Check failed: !contents.empty().

It was a good idea to file a bug to investigate why this occurred. In this specific case, it's because the Showcase app and the Showcase Earl Grey tests app are different GN targets (because they're different apps). I had updated the Showcase Earl Grey tests app to depend on the packed resources, but had neglected to update the Showcase target (because I didn't realize that it existed). So in a sense this is WAI in this case, or at least there isn't anything to do about it.
