[Forum Beta] Webcam not working with Google Chrome anymore

Issue description

Chrome Version: M60
OS: Windows

What steps will reproduce the problem?

Hey I've experienced this as well! Chrome 55, same site (literally the github page that is a demo for WebRTC) video does record. 
In chrome 60, video does not work. However audio still works.
I tried everything I could to make getUserMedia work with that version of chrome but it just does not work. It's absolutely the browser. I could make a video of it but it's incredibly easy to test. Just download chrome version 60 and go here: https://webrtc.github.io/samples/src/content/getusermedia/gum/
If your response is clear your cache, cookies or permissions, those are all inaccurate. That's a link to a static site that does a basic webrtc demo using a browser compatible adapter. The source code does not use cookies, your cache doesn't matter for a new site, and the permissions window comes up like it normally should.

Same issue, Chrome 59 works fine for me but Chrome 60.0.3112.50 Beta does not.
This issue seems to only be limited to my External Logitech C920 Webcam, which I tried on Windows 7, 8.1, and 10.

It looks like it initializes the camera and the light turns on, but then the light turns off immediately after. Internal cams as well as the Logitech C930 work fine.

Tested on numerous services as well as https://appr.tc

Same issue on Chrome 62.0.3202.94 ,  Windows 10
Same here as well. Version 67.0.3396.87 (Official Build) (64-bit)
