Unable to load WebContent after Standby

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:54.0) Gecko/20100101 Firefox/54.0

Example URL:

Steps to reproduce the problem:
1. insert random internet stuff here
2. PC / Laptop goes into standby
3. After Standby Chrome is not able to display or load any content except for its own (settings, plugins, conflicts etc.)

What is the expected behavior?

What went wrong?

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: <Copy from: 'about:version'>  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

chrome://conflicts = still works after standby
I made several new Profiles (Default inside localappdata)
Plugins dont effect this "chrash", not even Adobe Flash Player
Same with Active Antivirus software and disabled Antivirus

Could you please provide consistent reproducible steps to test the issue from TE-end.
Also please elaborate more on random internet stuff and also provide chrome reported version.

This will help us in triaging the issue further.
