Regression : Two scrollbars are observed on 'Import bookmarks..' overlay when browser is resized.

Chrome Version : 61.0.3150.0 (Official Build) e32c608bfaee28eb9bd478073a2f222fb6c28133-refs/heads/master@{#484424} 32/64 bit
OS : Windows(7,8,10), Linux(14.04 LTS), Mac(10.12.3, 10.11.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings and click on 'Import bookmarks..'.
2. Click on 'Restore down' and resize browser window upwards (kindly review an attached screen cast) and observe the 'Import bookmarks..' overlay.

Actual Result : Two scrollbars are observed on 'Import bookmarks..' overlay when browser is resized.

Expected Result : Instead, only one scrollbar should be seen for entire overlay. 

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build : 61.0.3113.0
Bad build : 61.0.3114.0

Note : Issue is seen for every overlay of chrome://md-settings page.

Able to reproduce the issue on Windows 7,mac & Ubuntu 14.04 using chrome latest canary- 61.0.3150.0 .
Manual bisect info:
------------------
Good build : 61.0.3113.0-Revision-475195
Bad build : 61.0.3114.0-Revision-475229

Unable to provide bisect with new script for the above range.Hence providing bisect with old script.
You are probably looking for a change made after 475195 (known good), but no later than 475215 (first known bad).

Status: WontFix (was: Assigned)
The new behavior is preferred, because it allows the user to still get to the buttons at the bottom of the dialog, even when there is very little room.
