Overlay content (i.e Delete and Cancel toolbar) is not seen for deleting bookmarked page

Chrome Version: 61.0.3150.0 e32c608bfaee28eb9bd478073a2f222fb6c28133-refs/heads/master@{#484424}
OS: Windows (7,8,10), Linux (14.04 LTS)

Pre-condition: Bookmark 2-3 web pages

What steps will reproduce the problem?
1. Launch Chrome, navigate to chrome://bookmarks/?id=1
2. Click on bookmarked page and observe

Actual: Overlay content (i.e Delete and Cancel toolbar) is not seen for deleting bookmarked page
Expected: Overlay content (i.e Delete and Cancel toolbar) should be seen for deleting bookmarked page

This is a non regression issue, seen from M-60 series i.e(61.0.3139.0).

Note: 
1) After selecting multiple bookmarked pages, Overlay content (Delete and Cancel toolbar) is seen.
2) Issue is not seen on Mac
