Steps to reproduce the problem:
1. Visit a website that uses Javascript fonts, specifically a site built for Microsoft Edge -  Example: view-source:https://login.live.com
2. Load the web page

What is the expected behavior?
Chromium should, in this order:
1. Recognize the text or font style from the site
2. Download the required font info as a CSS Font Stack
2. (part ii) Show the user the font style correctly

What went wrong?
Chromium is not recognizing the text as a CSS Font Stack (I believe), and instead is using a unicode, legacy, and/or system-defined font to match.
