Issue descriptionChrome Version: 61.0.3150.0 (Official Build) (cohort: Stable)e32c608bfaee28eb9bd478073a2f222fb6c28133-refs/heads/master@{#484424}(32/64-bit). OS: Windows (7,8,10). Test URL: https://chrome.google.com/webstore/detail/%D0%BD%D0%B5%D0%B2%D0%B5%D0%B4%D0%BE%D0%BC%D1%8B%D0%B9-%D0%BA%D0%BE%D1%81%D0%BC%D0%BE%D1%81/bpjdbdbhiomamecfnjahemfimgjamhjd/support?hl=en Steps to reproduce: 1.Launch Chrome, go to chrome://settings, change browser language to 'Hindi' from chrome://settings/languages. 2.Go to the above URL, scroll up/down on the overlay and observe. Actual Result: Overlapping of text is observed. Expected Result: Overlapping should not be seen. This is Non-regression issue seen from M-31. Note: Issue is not reproducible on MAC and LINUX OS.
