[Remote suggestions scheduler] Allow separate analysis of startup & shown intervals

Currently there is one common metric for reporting the first time a fetching trigger was recorded. This should be split for on-startup and on-shown triggers.

[Remote scheduler] Extend the metrics for analyzing intervals

This CL extends the metrics that allow to do a what-if analysis for
_decreasing_ fetching intervals for remote suggestions.

[Remote suggestions] Add missing histogram description
