Issue descriptionEven though about:media-internals page is empty, we can still scroll up and down. Let's fix this. See screen recording attached.

Tested the issue using #61.0.3163.13 on Win 10 and Linux Ubuntu 14.04. Observed the issue is working as expected. Tested the same using #61.0.3163.13 on Mac 10.12.5 and still able to scroll even on empty page. Note: 1. Issue is not seen when scrolling using external mouse scroll wheel. 2. Issue is seen on scrolling with machine track pad. @fbeaufort: Please find the screen cast of Chrome- Mac behavior, and let us know the update. Thanks!!

That is expected behavior in Mac. You can reproduce this bouncing effect on any page ;) |
