Chrome Version: 61.0.3150.0 (Official Build) e32c608bfaee28eb9bd478073a2f222fb6c28133-refs/heads/master@{#484424} 32/64-bit.
OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12). 

What steps will reproduce the problem?
1. Launch chrome and sign in to Chrome with valid credentials.
2. Navigate to chrome://settings/syncSetup and keep focus on 'sync passphrase' link using 'Tab' key.
3. Now, press "Shift+Tab" key from keyboard and observe the focus.

Focus doesn't seen on  "Encrypt synced passphrase with your Google username and password" radio button.
Focus should be seen on "Encrypt synced passphrase with your Google username and password" radio button.

This is a non regression issue, seen from M-56 series.
