Mouse down on user-select:all element should not start D&D.

1. Open:
data:text/html, <div id="div">foo <span style="user-select:all">select me</span> baz</div>

2. Mouse down on "select me" and move mouse holding the left button.

3. Chrome invoke drag and drop mode.

Only Firefox supports user-select as "-moz-user-select:all" and it doesn't invoke D&D.
