DSE notification is displayed on top of translation request

Issue description

On first search with an English phone in Germany, Chrome opens two popups on top of each other. 

One popup with a request to get location permission for Chrome, the other asks if Google should be English instead of German. 

I think this looks a bit ugly. Maybe we should hide the translation popup until the DSE popup is closed?

I guess every user with a fresh install of Chrome on a phone that is not in the local language will see this. As there are many users who have their phone in English instead of the local language I guess this is quite a large number.

FWIW I think it is important for the DSE disclosure to be shown on top of other infobars, as it otherwise could only ever be shown in a hidden state.
I believe the translation popup is actually triggered by the SRP and not Chrome code (i.e. it is html designed to appear as browser UI and not a native widget).

Since there is no communication in either direction about overlay's, dialog-esque elements being shown, I doubt there is much we could do here.  We could delay the disclosure till the second time, but that seems to defeat the purpose.

Oh right, of course, this is the page not an infobar. There isn't much we can do.
