Regression: Wrong navigation is seen in RTL using left/right arrow keys at chrome://settings/manageProfile

Issue description

Chrome Version: 61.0.3150.0 (Official Build) e32c608bfaee28eb9bd478073a2f222fb6c28133-refs/heads/master@{#484424} 32/64 bit 
OS:Windows (7,8,10), Mac (10.11.6, 10.12.3), Linux (14.04 LTS)

Pre-condition: Select ‘Right-to-left’ direction for Force UI direction from chrome://flags

Steps:
1. Launch Chrome and navigate to chrome://settings/manageProfile
2. Press tab key until focus is seen on Avtar icons, press left or right arrow keys and observe

Actual: Wrong navigation is seen using left/right arrow keys. i.e on hitting right arrow key focus navigates to left and vice-versa

Expected: On hitting right arrow key focus should navigate to right and vice-versa

This is regression is broken in ‘M 61’ and below is manual bisect info:

Good build:61.0.3138.0
Bad build:61.0.3140.0

Using the per-revision bisect providing the bisect results,

Good build: 61.0.3138.0 (Revision: 481386).
Bad build:  61.0.3140.0 (Revision: 482096).

You are probably looking for a change made after 481775 (known good), but no later than 481776 (first known bad).

Able to reproduce the issue using # 61.0.3150.0 on Win10, mac 10.12.5 and Linux Ubuntu 14.04
