X button on "Join Wi-Fi network" dialog in OOBE is hard to tap on the touch screen

Issue description

Chrome Version: 61.0.3147.0 (latest canary)
Platform: 9717.0.0-17.07.06

What steps will reproduce the problem?
(1) Start the OOBE screen
(2) Choose a wifi network that requires a password

What is the expected result?

"Join Wi-Fi network" dialog is easy to dismiss by tapping the X button.

What happens instead?

"Join Wi-Fi network" dialog is not easy to dismiss by tapping the X button, because X button is a bit too small to tap on the touch screen.

Please use labels and text to provide additional information.

I was able to dismiss the dialog with "Cancel" button instead. :)

Re omrilio: The reason you see this dialog differently (in material design) is that you enabled #secondary-ui-md in chrome://flags. It's still disabled by default. I think the issue will be resolved by itself after the material design flag is enabled?
Makes sense. When will we enable that flag by default?

Re#3: I don't know either.
The existing dialog has a nice big touchable "cancel" button...

FWIW I would suggest resolving this a duplicate of enabling secondary-ui-md.
