OpenWindow() call on action button click from chrome notification does not show the lock screen

Issue description

Steps to reproduce the problem:
1. Install a service worker to handle chrome notification on chrome browser installed in an Android device.
2. The click handler for action button on the notification must launch an URL in browser using OpenWindow() API.
3. Lock the android screen.
4. Send a chrome notification.
5. Click on the action button. 

What is the expected behavior?
User should be prompted to unlock the screen and then taken to the browser with the page open.

What went wrong?
The notification disappears and user is not shown the unlock prompt. Though browser is launched in the background, user will be able to see it only after he unlocks the screen manually.
