OpenWindow() call on action button click from chrome notification does not show the lock screen

Issue descriptionSteps to reproduce the problem: 1. Install a service worker to handle chrome notification on chrome browser installed in an Android device. 2. The click handler for action button on the notification must launch an URL in browser using OpenWindow() API. 3. Lock the android screen. 4. Send a chrome notification. 5. Click on the action button. What is the expected behavior? User should be prompted to unlock the screen and then taken to the browser with the page open. What went wrong? The notification disappears and user is not shown the unlock prompt. Though browser is launched in the background, user will be able to see it only after he unlocks the screen manually. Did this work before? N/A Does this work in other browsers? N/A Chrome version: 58 Channel: n/a OS Version: All Flash Version: Shockwave Flash 26.0 r0

@dnadarajan -- Thanks for reporting this issue. Could you please update your Chrome to latest stable #62.0.3202.84 and let us know your observations. If the issue is still observed could you please provide Device model and OS. This would help us in further triaging the issue. Thanks in advance.
