Regression: "Language" Drop down list didn't appear from initial language in choose your language & keyboard page

What steps will reproduce the problem?
(1)Recover build->In OOBE screen >> goto choose your language & keyboard
(2)Now Click on "Language" Drop down and Observe the list(kindly refer video)

Actual: Dropdown list didn't appear from initial language and also scrollbar is not appeared from beginning of list
Expected: Dropdown list should starts from the initial language (Ex:'Arabic')

This is a Regression issue as same is working fine in 58.0.3029.145/9334.74.0 stable channel Jerry

Note:
1.Issue is not seen in Other chrome devices
2.Issue is not applicable to Linux,Windows OS

I don't see any difference in these videos.
When you open a <select> dropdown, it is focused on the currently selected item.
Selected item is never automatically put to the top. Instead, selection order is always language-dependent, so you see the full list sorted in the currently selected language.

On top we always display "system-default" language, which is configured in VPD and depends on the device target market. For example, for US devices you will always see "English (United States)" on top.
