Regression: [Devtools] bidirectional arrow is not clickable on colorpicker window.

Chrome Version: 61.0.3150.0 (Official Build) e32c608bfaee28eb9bd478073a2f222fb6c28133-refs/heads/master@{#484424} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6, 10.12.3), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, open DevTools and completely resize it towards RHS.
2. Go to 'Styles' section and click to open colorpicker window.
3. Click on bidirectional arrow to change the color format and observe.

Bidirectional arrow is not clickable.
Bidirectional arrow should be clickable.

Note:  In bad build, some time bidirectional arrow is clickable and some time it's not clickable. but in good build it is clickable every time.

This is a regression issue, broken in M-59 series, below is manual regression range.

Good build: 59.0.3049.0
Bad build: 59.0.3050.0

Using the per-revision bisect providing the bisect results,
Good build: 59.0.3049.0 (Revision: 458956).
Bad build : 59.0.3050.0 (Revision: 459323).

You are probably looking for a change made after 459009 (known good), but no later than 459010 (first known bad).

Rechecked this issue on Windows 10, Mac 10.11.6, OS using chrome version 61.0.3163.13 and fix is working as expected i.e. bidirectional arrow of color format is clickable after completely resizing the DevTools windows towards RHS.

Retested this issue on Linux 14.04 OS using build #61.0.3163.13 and fix is working as intended.
