Issue descriptionChrome Version: 61.0.3150.0 (Official Build) e32c608bfaee28eb9bd478073a2f222fb6c28133-refs/heads/master@{#484424} 32/64 bit OS:Windows (7,8,10), Mac (10.11.6, 10.12.3), Linux (14.04 LTS) What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://settings/content/cookies (2)Enable 'toggle container' for all three options. (3)Reload the page and observe toggle container. Actual: Toggle container becomes disable momentarily after reloading page. Expected: Toggle container should be displayed in enable state only after reloading page. This is a regression issue broken in 'M61' and below is the manual regression range Good Build: 61.0.3116.0 Bad Build: 61.0.3117.0 Note: This issue seen for all options in content settings.

Now that the animation is not showing, the page loads quicker, and it reveals a bit of flicker happening while the page is still getting data from the browser. I don't think there is much we can do here.

Agree with dpapad, the data's loaded asynchronously from the back-end. We might be able to do some tricks to visually hide the flickering, like hiding the page content until data's first loaded, but then the perceived load-time would regress.
