No question mark on onscreen Dvorak keyboard

Issue description

Google Chrome	59.0.3071.82 (Official Build) beta (64-bit)
Platform	9460.57.0 (Official Build) beta-channel caroline

There doesn't appear to be any way to type a question mark while using the Dvorak keyboard layout in tablet mode. It's usually typed by holding Shift while typing '/', same as in QWERTY.

Do we have any sort of testing around making sure that the non-QWERTY layouts contain necessary keys?

Please hold "shift" key. Then you will see "?" show on "/".

Thanks, got it. I was confused since the number keys show their shifted counterparts in gray (like a normal physical keyboard), while punctuation keys don't. Was that an oversight or intentional?
It's intentional. But I don't know why design in this way. It's desinger decision.
