[Mac] Dragging page to dock icon opens a browser window with broken UI

Issue description

Chrome Version: 61.0.3132.0
OS: macOS 10.12

What steps will reproduce the problem?
(1) Launch Chrome
(2) Close all windows
(3) Drag a .html file from the Finder and drop it on Chrome's icon in the dock
(4) Possibly repeat steps 2 & 3

What is the expected result?
The .html file should open in a new browser window

What happens instead?
A window appears but the URL is about:blank, the tabstrip has no tabs, and the page contains no content.

Based on Issue 735958, suspecting https://codereview.chromium.org/2798143004, which landed in 3132. Confirmed that Chrome Mac works OK in 3131.
