User pods are in bottom-right corner of login screen

Issue description

The new login screen is all messed up when I deploy my own ToT Chrome build (61.0.3150.0, r484344) to a ToT OS build (9673.0.0). At first, the user pod appears in the bottom-right corner of the screen (first screenshot). After I start typing my password, the pod and wallpaper-dimming layer shift up halfway (second screenshot).

This happens on both low-DPI and high-DPI devices. The lock screen looks fine after I log in, though. It may be the case that this doesn't happen on prebuilt Chrome images; I'm not sure.

I think that there was a bug or discussion about this already, but I'm unable to find it now. It's been like this for at least a week, I think. Please revert whatever change caused this if you won't be able to fix it soon.
