Issue descriptionon latest chrome canary version 61 enabling the new flag mac-v2-sandbox (set to true )makes impossible to disable Rubber-Band / Elastic Scroll in macOS using terminal command (defaults write -g NSScrollViewRubberbanding -bool false) please solve the issue the main reason i switched to chrome years ago is that chrome(compared to safari) respects that termianl command to disable rubber band scrooling( which i really hate)

We should continue to block access to cfprefs in sandbox v2, which is probably why this is failing. But perhaps we could ferry the value of NSScrollViewRubberbanding over IPC in theme_helper_mac.mm.
