Autofill payment don't fill expiration date when Card number is selected

Copied from http://b/63143459, check it for how reproduce the issue, the below is simplified steps


1. Go to Amazon > Add item > Proceed to check > more payment options > add a credit or deit card
2. Focus on name on card > Select the name on card from the suggestion
3. Focus on card number fields > select the card number from the suggestion

OBSERVED RESULTS:
Autofill payment don't fill exipration date when Card naumber is selected

[WebView autofill] Support checkbox and select controls

- Sends/gets check status, option_values, option_contents to/from Java.
- Also change autofill() to take Object parameter because upstream are
  not ready for Android O change yet.
