Add retry with backoff to gerrit api calls in gerrit_util

What steps will reproduce the problem?
(1) Run `git cl status`

What is the expected result?
A list of CLs and their status indicating whether or not there are LGTMs, it has been closed/landed, or if it's unsent.

What happens instead?
It says:

Summary: Add retry with backoff to gerrit api calls in gerrit_util (was: Gerrit: git cl status says "broken (error)")
This is simply a transient error. We should build some automatic retry behavior into depot_tools' gerrit_util.py
