Add "Apply" button to GeoLocation emulation

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. In DevTools, open Menu > More tools > Sensors.
2. Observe that the "Geolocation" part allows you to set a latitude/longitude individually
3. Every input will trigger an event on blur
4. This means that you're unable to simulate diagonal movement, as you can't change both inputs without an event being fired between your edits.

What is the expected behavior?
There should be a checkbox that you can check for automatically firing an event on input blur, as the current behavior already does. In some cases though, you would not want that and instead fire an event by clicking an "Apply" button, while the checkbox is unchecked.

What went wrong?
The UI doesn't allow latitude and longitude to change *together*. Therefore, simulating a change where both the latitude and longitude differ can not be realized.
