Should the file service be used on iOS?

Issue description

Currently the file service isn't built or used on iOS. It is unclear whether its use cases will expand to become relevant on iOS (currently it is used to implemented web platform APIs).

If it is ever used on iOS, BrowserState::Initialize() will need to be augmented to add an association between the BrowserState's data directory and its user Id as is done in BrowserContext::Initialize().
