Zooming individual tabs - accessibility issue

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Open google docs in two tabs
2. Zoom in or out on one of them
3. The other screen zooms in out as well.

What is the expected behavior?
There should be a way to zoom in/out an individual tab

What went wrong?
Zooming in/out is a critical feature for us old people whose eyes don't work so well anymore.  When I have multiple browser windows open, I need to be able to zoom in out on an individual tab without other tabs open in the same suite being affected.  

Did this work before? No 

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 
Flash Version: Ubuntu 14.04 LTS

Zooming across tabs makes sense for youngsters, but it is an accessibility hindrance.  There should be a way to disable it - possibly via a Settings button under Accessibility.  Alternatively, perhaps an accessibility extension can be created for it - I will be happy to create it with some direction.

This is a feature request, not a bug, but I could not figure out how to edit the issue.

Able to reproduce this issue on Windows-10 and Ubuntu 14.04 using chrome latest stable #59.0.3071.115. Considering this issue as Feature and marking it as untriaged.
