Shelf opacity should adapt to AppListView state

Side shelf should be transparent if app list is opened. Just like the bottom shelf.

Still not yet fixed when tested on Chrome OS 9840.0.0, 62.0.3176.0 dev build.
Side shelf is not transparent as seen in the screenshot.

Status: Verified (was: Fixed)
Shelf background is same as that of app list. Behavior of side shelf and bottom shelf is consistent. 

Build: 10109.0.0, 64.0.3261.0
