I can investigate the ToolbarActionViewInteractiveUITest crash, but I'm very unfamiliar with the rest of these tests, so someone else should own those.  I've forked this into issue 783193 to track ToolbarActionViewInteractiveUITest.

These flakes were likely caused by always-on-top windows. Things seem to be better now since r516772. I suggest monitoring for a day or two and then marking this as WontFix if they continue to seem non-flaky.
