Image is not displayed in sent window of Report an issue screen

Issue description

App Version: 61.0.3148.0 Canary
iOS Version: 11.0.0, 10.3.2, 9.3.5
Device: iPad, iPhone

Steps to reproduce:
1. Launch chrome
2. Tap on tools> Report an issue
3. Tap on Send button

Observed results:
In the Sent window, image is not displayed

Expected results:
Image should be displayed.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): M59 No
Bug reproducible on the current beta channel build (App Version, iOS Version): M60 No

No, this was broken by https://chromereviews.googleplex.com/591187013 that removed the dependency on //ios_internal/chrome/browser/providers/user_feedback:resources from //ios_internal/chrome/browser/providers/user_feedback.

The developer never noticed this because they did not do a clobber build and so this was only visible on release builds. I fixed this in my imageset conversion CL https://chromereviews.googleplex.com/596067013.

I'm going to do a quick CL to add the dependency back before landing my conversion CL so that the fix can easily be cherry-picked on M-51 as this is RBS.
