In sad tab pages, hyperlink ‘suggestions’ and ‘learn more’ are not underlined in RTL languages.

Issue description

App Version: 61.0.3148.0 Canary
iOS Version: 11.0.0, 10.3.2, 9.3.5
Device: iPhone and iPad
URL: chrome://crash

Pre-condition: 
Set the device language to Arabic

Steps to reproduce:
1. Launch chrome and navigate to chrome://crash
2. Tap on reload button

Observed results:
‘Suggestions’ link in initial crash page and ‘learn more’ link in repeated crash page are not underlined.

Note: In other languages like English or French these words are underlined.

Expected results:
These hyperlinks should be underlined in RTL language

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA (Text not displayed in RTL in Android)
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): No on M59(tested with Aw, snap pages)
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M60

This appears to be working for me TOT (64). Is it possible this was a text localization issue that got resolved when we got the full localized strings through (I notice not all strings are localized in the bug video).

Are you able to verify?

Verified on 64.0.3269.0 Canary in iPhone 8plus(iOS 11.1.1), iPhone 7(iOS 10.3.3) and iPad pro(iOS 10.3.3)

Issue still reproducible in iOS 10 devices.
