WebGL <canvas> image color correction fails on page reload

Issue description

Chrome Version: 61.0.3148.0 (Official Build) canary (64-bit)
OS: Mac Sierra OSX 10.12.5 (16F73)

What steps will reproduce the problem?
(1) Apply the attached diff to a chrome checkout.
(2) Set the monitor color space to sRGB.
(3) Serve the test case, color-profile-munsell-adobe-to-srgb-webgl.html with a local http server.
(4) Load the served test case in Chrome Canary with color correct rendering enabled.

What is the expected result?

The test page should produce the same color error score (0.98) when the page is reloaded.

What happens instead?

Load the page, color error score 0.98 (color correction is being applied).  Reload the page by clicking the reload button.  The color error score is 21.18 (color correction is not applied, the color difference between the images in the test page is visible).

Same result in a ToT chromium OSX build for me.
