Regression:Unnecessary hand pointer is seen in print preview on chrome://md-settings.

Issue descriptionChrome Version: 61.0.3149.0 (Official Build) (cohort: Stable)4485eb651f6f09c3183285927fe82d17fcd7a13e-refs/heads/master@{#484159}(32/64-bit). OS: Windows (7,8,10), Mac (10.11.6, 10.12.3), Linux (14.04 LTS). Steps to reproduce: 1)Launch Chrome and navigate to 'chrome://md-settings/'. 2)Click on 'Main Menu' icon in top left corner and give print command using 'CTRL+P'. 3)Mouse hover on main menu options and observe. Actual Result: Unnecessary hand pointer is seen on print preview page. Expected Result: Hand pointer should not be seen on print preview page. This is Regression issue broken in 'M-58' and will soon update the bisect info. Manual bisect info : Good Build:58.0.3014.0 Bad Build :58.0.3015.0

The buttons on the side nav are real buttons now. Pages in print preview have clickable links, so this is ok. Same behavior can be observed when printing any page with a link.

FYI, issue 699000 is tracking the work to disallow any link clicks in print preview.
