Regression: Google allo page does not scroll when clicked on Expression

Issue description

Chrome Version: 61.0.3148.0 
OS:Ubuntu 14.04 windows:7

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to https://allo.google.com/
(2)Go to header of the page and click on Expression 


Expected 
Page should scroll down

Actual
Page doesn't scroll 

This is a regression issue broken in M-61

Status: ExternalDependency (was: Assigned)
Created internal issue b/63382473 against the Allo team.

Not an RB since the fix is dependent on external team. 
Status: Fixed (was: ExternalDependency)
Issue is still reproducible on latest 62.0.3188.0, but the status of the is updated as fixed.
