What steps will reproduce the problem?
(1)Recover build->In Sign-In overlay enter valid Email and click Forget Password for Password field 
(2)Choose 'More Options' till it asks for "create date of that Account", now click on 'Year' drop down list and Observe (Kindly refer video)

Actual:Unnecessary scrollbar appears for 'Year' field
Expected:No such scrollbar is needed.

This is a Regression issue as same is working fine in 61.0.3144.0/9693.1.0 

Note:Issue is not seen in Windows,Linux OS
