git cl owner should add the reviewer to the CR |

Issue descriptionI would expect running git cl owner to add the person selected as the reviewer to the CR but it does not seem to do anything. What steps will reproduce the problem? (1) Run git cl owner on a branch associated with a gerrit issue (2) Select a reviewer and choose to add them as the reviewer (3) Look at issue in gerrit, no changes seem to have been made What is the expected result? The selected reviewer should be added as a reviewer in gerrit What happens instead? They are not
