What steps will reproduce the problem?
(1)Launch chrome>>open a Fresh profile and add the ScreenCastify extension[https://chrome.google.com/webstore/detail/screencastify-screen-vide/mmeijimgabbpbgpdklnllpncmdofkcpn/related?utm_source=chrome-ntp-icon]
(2)Click on the ScreenCastify icon>> Setup camera access>> Allow Microphone>>Locally on this Device>>Next>>Skip and Observe

Expected: Survey form should not open.
Actual:Instead, Survey form opens and before clicking on anything, it navigates to Welcome screencastify page.

NOTE: If its a new feature, it should be clickable.

This is a Regression issue broken in M-61
