Regression: UI glitch is seen after signing out from user in Blaze device.

Chrome Version: 61.0.3147.0/9714.0.0 dev channel Blaze
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build via USB >>After successful installation, Sign in to chrome >> Sign-out and Observe

Expected: No UI glitches should be seen on signing out from user.
Actual: Instead, Severe UI glitches are seen.

This is regression issue as no UI glitches is seen on signing out from user in 60.0.3112.50/9592.37.0 Beta channel nyan_Blaze.

Attaching screen-cast for reference.

Note:
1.No UI glitch is seen immediately after recovering build (OOBE is working fine)
2.Issue is seen only after signing out from user.
3.Issue not applicable to Linux,Windows & Mac OS.

ping on this bug since it's tagged as a dev blocker and we may need to spin up a dev release before long.  Looks like it's on at least a couple boards; possibly more or think the scope is limited?
