Black bars and rendering glitches

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Go to www.gmail.com
2. 
3. 

What is the expected behavior?
No flickering, glitching. 

What went wrong?
Flickering when scrolling though emails. Black areas on screen that shouldn't be there.

Did this work before? Yes 

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Has only occurred in the last few days

Tested the issue on windows 7 and mac os 10.12.5 using chrome M59 #59.0.3071.115 and issue is not reproduced.

No rendering issue or black borders are seen on gmail.com..

Attached screencast for reference.

@phutbwah-- Could you please check in fresh chrome profile without any extensions and flags enabled and also please confirm us if we have missed any steps in reproducing the issue .

Hi - tried a new profile "Person 1" with no extensions active and still getting the same results. Also have uploaded two videos to Google Drive which shows what I'm seeing.

No Luck in reproduing the issue in windows 7 & 10 on both desktop and laptop using chrome M59 #59.0.3071.115.

Removing needs-bisect label for now , please feel free to add this again.

@Could someone from UI team please look into this.
