Make JsonRequest usable outside ntp_snippets/remote/

There are multiple places where we make HTTP requests and parse the responses as JSON:
 * ntp_tiles/popular_sites (basic fetch)
 * ntp_snippets/breaking_news (API call)

and the need is not unique to our team either.
