Issue descriptionChrome Version:61.0.3148.0 (Official Build) 155b257ae4cf8873f8561ec6a00c61ebec47548a-refs/heads/master@{#484021} 32/64 bit OS:Windows(7,8,10), Linux(14.04 LTS),Mac OS X(10.11.6,10.12.3) Pre-condition: 1.Enable ‘Force UI direction’ & ’Enable RTL’ flags. 2.Install 4-5 extension such that scrollbar should be seen on the page. What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://extensions/ 2. Scroll down the page and observe beside ‘Extensions’ Tittle of the page. Actual:Weird overlapping is seen of extension tittle overlay and back/main page. Expected:Overlapping should not be seen. This is regression issue, broken in ‘M 61’ and below is manual bisect: Good Build 61.0.3132.0 Bad Build 61.0.3134.0
