Focus issue is seen on chrome://bookmarks page.

Chrome Version: 61.0.3148.0 (Official Build) 155b257ae4cf8873f8561ec6a00c61ebec47548a-refs/heads/master@{#484021} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3).

Pre-condition: Enable "Enable Material Design bookmarks" flags from chrome://flags.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://bookmarks page.
2. Click on 'Organize' button at top right corner (Bookmark header) to open menu list.
3. Select "Add new bookmark/Add new folder" option from list to open corresponding overlay.
4. Now, press 'Esc' key from keyboard to close the opened overlay and observe the focus.

Focus get lost on pressing 'Esc' key from keyboard.
Focus should be seen on 'Organize' button at bookmark header.

This is a non-regression issue, seen from M-59 series.

Able to reproduce the issue on latest Canary #61.0.3148.0.Making the status to Untriaged so that the issue would get addressed.
