Issue descriptionChrome Version:61.0.3148.0 (Official Build) 155b257ae4cf8873f8561ec6a00c61ebec47548a-refs/heads/master@{#484021} 32/64 bit OS:Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3) Steps: 1. Launch Chrome, open Devtools on NTP and go to Network section, press Esc key to open console drawer 2. Click on Capture screenshot (camera) icon and press Ctrl, R or Cmd, R to start recording 3. Drag console drawer upward and observe Actual: Readings overlaps on recorded screenshot after dragging console drawer upward Expected: Readings should not overlap on recorded screenshot after dragging console drawer upward This is a regression issue broken in 'M60' and below is the manual regression range Good Build: 60.0.3103.0 Bad Build: 60.0.3104.0
