Non Regression: Unwanted text box and button's is seen on google news page

Chrome Version: 61.0.3148.0
OS: Ubuntu 14.04, Windows:7

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to www.google.com>> choose any language apart from English(eg: Telugu), search with the keyword "News"
(2)From the results go to "Google News India" click on the direct link "ఈ పేజీని అనువదించు"

Expected 
The unwanted box is seen.
Back arrow button, search button and settings button are not clickable

Actual
Unwanted box should not be displayed and all the buttons should be clickable

This is a Non-Regression issue seen from M-46 series

Able to reproduce the issue on Mac 10.12.5 using latest canary #61.0.3148.0.
