Impossible to control cookie settings (+ interface freeze)

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.104 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://settings/content/cookies

What is the expected behavior?
The interface should be properly aligned and allow interaction.

What went wrong?
The interface is misaligned and nothing can be clicked/set. It freezes and on trying to navigate away from the cookie settings page the tab freezes and waits forever or causes a dialog suggesting to kill the tab.

Crashed report ID: no

How much crashed? Just one tab

Is it a problem with a plugin? No 

Did this work before? Yes Not sure. For sure it worked before the new settings interface.

Chrome version: 59.0.3071.104  Channel: stable
OS Version: openSUSE Leap 42.2
Flash Version: Shockwave Flash 26.0 r0

While frozen, no other settings can be opened in another tab.

Happened 3 times (even after a browser restart).
The 4th time after another restart the interface is ok. Not sure why this is happening.
I tried it several times and it was always aligned and responsive.

I think it may be related to this bug:

because if I go to cookie settings after the disk scratching described there stops - the current issue is not an issue.

Unable to reproduce the issue on Ubuntu 14.04 using latest chrome stable #59.0.3071.115 and latest dev #61.0.3141.7.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened chrome browser and navigated to chrome://settings/content/cookies.
2. Observed that interface was properly aligned and allowed interaction.

studio@ - Could you please check this issue in latest chrome stable #59.0.3071.115 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

That is kind of strange. Sometimes it happens, sometimes not. I can't reproduce it today either. But there is a certain lag (while the disk is scratching as explained in the other bug) if I go first to:

chrome://settings/
chrome://settings/content
chrome://settings/content/cookies

If the scratching has stopped, the interface seems to work fine.

In that sense I guess testing with an empty profile is kind of counter-measure as it wouldn't test a real browser which is already loaded with lots of cookies etc.

So perhaps it is the other bug which is the actual one causing the issue, not this one. Or it is some coupling of both processes (UI and reading some data) which causes the lag. I am not sure if this feedback is helpful.

622kB is normal I guess, I have no problems here (Windows 7) with a 672kB file. The only issue is animation stutter on first invocation of the cookies page even though my CPU is i7 4GHz, which indicates that all cookies are being processed at once, not in on-demand mode. Anyway, do you see CPU activity in Chrome task manager (usually Shift-Esc or via menu - More tools)? Any errors in the console (Ctrl-Shift-I or F12 or menu - More tools - Developer tools)?

i7 3770 here and the report is for the Linux version.

I tested what you suggest and while the interface is freezing for 1-3 seconds, the settings tab in the task manager shows a peak CPU load. Sometimes it is 51, sometimes 84, once it hit 118.
