Regression : Incorrect options are displayed in context menu in chrome://md-settings/manageProfile.

Issue description

Version: 61.0.3148.0 155b257ae4cf8873f8561ec6a00c61ebec47548a-refs/heads/master@{#484021}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/manageProfile.
2. Now right click on any avatar icon and observe options in context menu.

Actual: Incorrect options are displayed in context menu when opened after right clicking on avatar icon. 
Expected: Valid options should be displayed in context menu when opened after right clicking on avatar icon.

This is regression issue, broken in ‘M 54’ and will soon update other info :

Bad build:54.0.2830.0(Revision:412124).

You are probably looking for a change made after 411972 (known good), but no later than 411973 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3148.0


Status: WontFix (was: Assigned)
This UI achieves is primary purpose of allowing the user to change avatar icon. I don't think there are any clear expectations on what should be shown when the user right clicks on such an image.
