What steps will reproduce the problem?
(1)Recover build -> Connect to Wi-Fi network -> click on 'Accept and continue' button in EULA screen
(2)Now in Sign-in screen enter valid Email Id and click on 'NEXT' button (3)Now in 'Enter your Password' screen hover mouse on 'Show password' Icon and observe for 'Click to show password' Tool tip (Please refer Video)

Expected: 'Click to show password' Tool tip should be seen on hovering mouse at 'Show password' Icon
Actual: Instead 'Click to 'Show password' Tool tip is seen missing 

This is Non-Regression issue as 'Show password' Icon in New Sign-in UI is introduced from 61.0.3147.0

Note: Enable 'Show password' icon and now hover mouse on Icon ad observe 'Click to hide password' Tool tip is seen missing
