Non-Regression: Focus is not seen inside sync passphrase for first sign in

Issue description

Chrome Version: 61.0.3148.0 dev
OS: Ubuntu 14.04 , Windows

What steps will reproduce the problem?
(1)Launch chrome and freshly create person >> Sign in with account has sync passphrase 
(2)Now on sync overlay check checkbox and click on "Ok, Got it" button and observe default focus 
(3)Now without giving sync passphrase, navigate back and click sign out >> Now repeat step-2 and observe focus

Expected: After step-2 and step-3 focus should be seen inside sync passphrase text field only.

Actual: Instead after step-2 focus is seen on omnibox and after step-3 it is seen inside text field.

Raising this as Non-regression issue as this behaviour is seen form introduction of checkbox in sync overlay from M58 series

++Correction: In windows focus is seen inside search field of settings page rather than on omnibox/sync passphrase text field.

Able to reproduce the issue on the newly created user on Linux Ubuntu 14.04 using chrome version: 61.0.3148.0. Same worked fine on Mac OS 10.12.6.
