Regression: Deleted bookmark is visible again after clicking on toast 'Undo' button of 'Folder sorted'

Chrome Version: 61.0.3148.0 (Official Build) 155b257ae4cf8873f8561ec6a00c61ebec47548a-refs/heads/master@{#484021}-32/64 bit
OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

Pre condition : Enable Material Design bookmarks flag from chrome://Flags.

Steps:
1. Launch Chrome, navigate to https://www.google.com/intl/en_uk/chrome/browser/welcome.html and bookmark it.
2. Navigate to chrome://bookmarks, delete the added bookmark by selecting 'Delete' from iron icon
3. Now click on 'iron' icon in top RHS of page and select on 'Sort by title' option
4. Click on 'Undo' option and observe

Actual: Deleted bookmark is visible again after clicking on toast 'Undo' button of 'Folder sorted'

Expected: Deleted bookmark should not be visible again after clicking on toast 'Undo' button of 'Folder sorted'

This is regression issue, broken in ‘M 61’ and will soon update other info :
Good build:61.0.3123.0
Bad build: 61.0.3124.0

Using the per-revision bisect providing the bisect results,
Good build:61.0.3123.0(Revision:477506).
Bad build:61.0.3124.0(Revision:477839).

You are probably looking for a change made after 477563 (known good), but no later than 477564 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3148.0
Adding Release Block-Stable for this issue.Please remove if not the case.

Is this a bug in the undo engine? Seems like it could be bad.

This is just the undo button undoing the last operation which was a delete. The sort button should not be enabled on an empty folder.
